## Decision distribution

## Brief motivation

1. Differential/application evidence is positive but still partially dependent on setup/proxy and needs final consolidation.
2. The `in_proof` foundation block still needs theorem-level closure plus independent formal verification before promotion to `validated`.
3. The `revise` classification is technically correct under Chapter 8 Definition 8.12 (anti-circularity operational rule): for A01/D03/D02, current operational proxies do not yet satisfy the full four-part requirement (semantic definition + observable mapping + replicable procedure + pre-registered thresholding logic).
4. For the remaining six theorems in scope, `revise` is a precautionary baseline pending audits at comparable depth.

## Operational consequence

Step 3 (final theorem decision) is completed as unified baseline v0.1.  
Next priority is formal freeze hardening with:
- theorem-level closure for F03/F08/F10
- non-proxy operational metric consolidation for D02/A01
- dedicated validation hardening for D04/A02/A03
