Minimum requirement:

1. No theorem promotion without two external audit notes.

2) Audit checkpoints

Checkpoint A - pre-run:

1. Gate-entry review
2. Seal validity
3. Benchmark independence proof review

Checkpoint B - post-run:

1. Metric recomputation spot-check
2. Decision criteria replay
3. Reject-trigger replay

Checkpoint C - release:

1. Repro pack integrity check
2. Claim/non-claim coherence check
3. Final signed replication note

3) Auditor independence declaration

Each auditor must declare:

1. Identity
2. Affiliation
3. Co-authorship status in previous 24 months
4. Conflict-of-interest statement

4) Decision authority split

Designer authority:

1. Prepare artifacts
2. Execute scripts
3. Draft reports

Auditor authority:

1. Sign gate-entry
2. Sign gate-exit
3. Confirm or deny promotion admissibility

5) Minimal signed outputs

1. CYCLE_6_EXTERNAL_REPLICATION_NOTE_v1_0.md (primary auditor)
2. CYCLE_6_EXTERNAL_REPLICATION_NOTE_SECONDARY_v1_0.md (secondary auditor)
3. Updated seal JSON with post-run status signed by auditors
