7. related loader/router indexes (INDEX.md, OBJECT_REGISTRY.md, object_registry.json, load profiles)

Why this is pending

OCT v5.3.0 governance hardening was prioritized for publication synchronization (GitHub/Zenodo/OSF/HF).
Module-version uplift remains the next mandatory alignment task.
